माधवकुमार नेपालले आइतबार आफ्नो सम्पत्ति विवरण प्रधानमन्त्री तथा
मन्त्रिपरिषद् कार्यालयमा पेस गरेका छन्। विवरणअनुसार प्रधानमन्त्रीसँग
विभिन्न बैंक तथा वित्तिय संस्थाको २७ लाख रुपैयाँको सेयर रहेको छ।


गृहजिल्ला रौतहटको गौर नगरपालिका वडा नं ९ मा घरसहित दुई कित्ताको १७ धुर जग्गा, श्रीमती गायत्रीको नाममा चन्द्रनिगाहपुर वडा नं १ मा करिब एक कठ्ठा ११ धुर जग्गा र काठमाडौं महानगरपालिका वडा नं ३५ कोटेश्वरमा घरसहित एक रोपनी चार आना तीन पैसा र तीन दामको जग्गा रहेको छ।

प्रधानमन्त्रीकी श्रीमतीको आयस्रोतका रुपमा सात तोला सुनको गरगहना र ५०० ग्राम चाँदी पनि रहेको छ। त्यस्तै प्रधानमन्त्रीको आफ्नै आयस्रोतका रुपमा राष्ट्रिय वाणिज्य बैंक गौर, नेपाल बैंक लिमिटेड कुपन्डोल, स्टयान्डर्न्ड चार्टर्ड बैंक नयाँ बानेश्वर र एभरेस्ट बैंक लिमिटेड सिंहदरबारमा कुल रु १२
लाख ५३ हजार १ सय १८ रुपैयाँ बचत रहेको छ।

प्रधानमन्त्रीको नवयुग सहकारीमा आफ्नै आयस्रोतबाट रु १० हजारको सेयर रहेको छ भने श्रीमतीको नाममा मनमोहन मेमोरियल अस्पताल, जनता बैंक (पहिले पिपुल्स बैंक),रावा बैंक सहकारी कोष र रावा बैंक केन्द्रीय कार्यालयमा गरी कुल रु २७ लाख दुई हजार ७२५ को सेयर रहेको छ।

Well, let me just tell you something. Nobody, whose close family member went to these universities, would make such silly mistakes. In fact, given you are consistently lying about several things here, there is no joy in beating you in argument. Most likely, you are either a good-for-nothing Maoist or one of those disgruntled royalists (they are same in my view) and people like you have no shame, no wisdom, no inhibition and you derive pleasure from making arguments such as 'all bahudaliya leaders are same'. The only reason why you want to brand MKN as a corrupt PM is because it serves your purpose and not because it has any truth in it.

This does not prove anything. But, he is a failure Prime Minister of Nepal as everyone else.

यसअघि कुनै पनि प्रधानमन्त्रीले आफ्ना भाषण, तस्वीर र आफैँले गरेका
कामबारे सरकारी खर्चमा पुस्तक निकालेका थिएनन् । पञ्चायतकालमा तत्कालिन
राजदरबारले मात्रै प्रचार पुस्तकहरु प्रकाशन गर्थ्यो । यसअघि
प्रधानमन्त्री पुष्पकमल दाहालले देशबासीका नाममा गरेको पहिलो सम्बोधन सानो
पुस्तिकाका रूपमा प्रकाशित छ ।

प्रधानमन्त्री भएयता नेपालले गरेका भाषणका मात्र भाग १, २ र ३ गरी तीनवटा
पुस्तक आएका छन् । तीनवटैको अंग्रेजी संस्करणसमेत निकालिएको छ । सरकारले
एक वर्षे कामको फेहरिस्त समेट्दै आफ्नो उपलब्धिका रूपमा पुस्तक
निकालिसकेको छ । यसअघि सय दिन पुग्दा पनि पुस्तिका प्रकाशन गरिएको थियो ।
प्रधानमन्त्री भएयताका विभिन्न भेटघाटका तस्वीर संकलित गरी रंगीन
पुस्तकसमेत निकालिएको छ ।

राजनीतिक गतिरोध अन्त्य गरी शान्ति प्रक्रियालाई तार्किक निष्कर्षमा
पुर्‍याउनुपर्ने र संविधानसभाबाट नयाँ संविधान निर्माण गर्नुपर्ने मुख्य
कार्यभारप्रति प्रधानमन्त्री नेपाल गम्भीर छैनन् भन्ने उनका प्रकाशन आफैं
साक्षी छन् । यी प्रकाशनले राजनीतिक गतिरोधको निकास खोज्नभन्दा
मन्त्रिपरिषद्का सदस्य, सल्लाहकार समूह, परिवारजन र आफैँलाई भेट्न आउनेसित
थरी-थरीका तस्वीर खिच्नेतर्फ प्रधानमन्त्रीको रुचि उजागर गरेका छन् ।

'प्रधानमन्त्री नेपाल प्रचारका निकै भोका रहेछन्,' प्रधानमन्त्री
कार्यालयका एक बरिष्ठ अधिकृतले भने, 'पञ्चायतकालमा राजाहरुले आफ्ना सन्देश
र कामबारे पुस्तक निकाल्थे । तर तस्बिरको पुस्तक निस्केको सम्झना छैन ।
पञ्चायती राजाको शैलीलाई पनि नेपालले उछिनेका छन् ।'

यी पुस्तक कसको आदेशमा कति छापिए, कहाँ राखिए र कसले वितरण गर्दैछ
भन्नेबारेमा प्रधानमन्त्री तथा मन्त्रिपरिषद् सचिवालयका कर्मचारीहरू स्वयं
बेखबर छन् । प्रधानमन्त्री तथा मन्त्रिपरिषद्को कार्यालय प्रकाशक रहेको
पुस्तकको बिल आएपछि मात्रै उनीहरूले पुस्तक छापिएको थाहा पाउने गरेका छन् ।

प्रधानमन्त्रीका पुस्तक प्रकाशन गर्दा कानुन र स्थापित प्रक्रियासमेत
मिचिएको छ । पुस्तक छाप्नुअघि प्रधानमन्त्री तथा मन्त्रिपरिषद्को
कार्यालयको प्रेस शाखाले टिप्पणी उठाउने, निर्णय गर्ने, 'कोटेशन' माग्ने र
सस्तो कोटेशन स्वीकृत प्रकाशनका लागि पठाउने नियम र प्रक्रिया छ । तर,
प्रधानमन्त्रीका प्रेस सल्लाहकार विष्णु रिजाल स्वयंले मन्त्रिपरिषद्
कार्यालयको निर्णयबिनै किताब छपाउने र बिल मगाएर भुक्तानी गराएको जानकारी
मन्त्रिपरिषद् कार्यालयले दियो ।

पुस्तक प्रकाशन भएपछि पहिला प्रधानमन्त्री तथा मन्त्रिपरिषद् सचिवालयको
'स्टोर' मा दाखिला गर्ने र कस-कसलाई वितरण गर्ने हो, निर्णय गरी वितरण
गर्ने प्रचलनसमेत उल्लंघन गरिएको छ । दाखिला हुनुपर्ने शाखाका कर्मचारीलाई
नै कस्ता- कस्ता पुस्तक प्रकाशन भए भन्नेसमेत थाहा छैन । नमूनाका रुपमा
दुई, चारप्रति पुस्तकमात्र स्टोर शाखामा हुने ती अधिकृतले बताए ।

'पुस्तकको प्रकाशन, दाखिला र वितरण हाम्रो तहबाट हुनुपर्ने हो, तर पार्टी
च्यानलबाट छिटो र भनेका ठाउँमा पुस्तक पुग्ने भएकाले उतैबाट वितरण
गर्छन्,' अर्का अधिकृतले बताए । पुस्तक वितरण प्रधानमन्त्रीका पे्रस
सल्लाहकारसमेत रहेका एमाले कार्यकर्ता बिष्णु रिजालले गर्ने गरेका छन् ।

सरकारी प्रकाशन सूचना तथा सञ्चार मन्त्रालयमातहतको छापाखानामा छाप्नुपर्ने
व्यवस्था भए पनि सरकारका तीन महिना र एक वर्षका उपलब्धिबाहेक सबै पुस्तक
बाहिर छापिएका छन् । सरकारी निकायले पुस्तक प्रकाशन कोटेसनमार्फत्
गर्नुपर्नेमा बिना कोटेसन सोझै एमाले कार्यकर्ता दिनेश श्रेष्ठको छपाई घर
प्रालिलाई छाप्न दिइएको छ ।

प्रधानमन्त्रीका प्रेस सल्लाहकार रिजालले सबै प्रकाशन बिना कोटेसन छपाइएको
स्वीकारे । उनले १ लाख ७५ हजार रुपैयाँसम्म सोझै प्रकाशन गर्न दिन पाउने
नियमअनुसार ती पुस्तक छपाएको दाबी गरे । तर, तस्वीर -प्रधानमन्त्री
माधवकुमार नेपालको एक वर्षे कार्यकालका छानिएका तस्बिरहरु) नामक पुस्तक
छाप्दा भने त्यो नियमको ठाडै उल्लंघन भएको छ ।

मन्त्रिपरिषद् कार्यालयको लेखा शाखाले एक हजारप्रति पुस्तकको ५ लाख ८ हजार
रुपैयाँ भुक्तानी दिएको छ । रिजालले भने तस्वीर, स्क्यानिङ, छपाइ,
बाइन्डिङलगायतका काममा अंश/अंश गरेर भुक्तानी दिइएकाले १ लाख ७५ हजार
रुपैयाँको सीमा ननाघिएको दाबी गरे ।

तस्बिर पुस्तकमा समेटिएका अधिकांश फोटो शाहीकालीन राजा ज्ञानेन्द्रको
झल्को दिने खालका छन् । ज्ञानेन्द्रकै शैलीमा प्रधानमन्त्री नेपालले
गृहजिल्ला रौतहट, काठमाडौको आफ्नो निर्वाचन क्षेत्रलगायतका स्थानमा
अभिनन्दन लिदै गरेको, उद्घाटन शिलान्यास गर्दै गरेको तस्बिरलाई प्राथमिकता
दिएका छन् । आफ्नी श्रीमती, छोराछोरी, अन्य पारिवारिक भेटघाट, सल्लाहकार,
निजी सचिवालय समँहसंग खिचिएका तस्बिर प्रशस्त छन्, मानौ त्यो
प्रधानमन्त्री नेपालको निजी एल्बम हो ।

प्रधानमन्त्री कार्यालयबाट हालसम्म चारवटा मन्तब्यका पुस्तकका लागि मँल्य
अभिवृद्धि करसहित ५ लाख २६ हजार ५ सय ८० र तस्बीर पुस्तकका लागि ५ लाख ८
हजार रुपैया भुक्तानी भइसकेको छ । मन्तब्यका दुई र तस्बिरको अंग्रेजी
संस्करणको भुक्तानी दिन बाँकी छ । सरकारको तीन महिना र मुख्यमुख्य काम
सिंहदरबारस्थित सरकारकै मुद्रण विभागमा छापिएकाले त्यसको बिल आउन बाकी
रहेको एक कर्मचारीले बताए ।

छपाइमा अनियमितता

प्रधानमन्त्री कार्यालयबाट पुस्तकका लागि भुक्तानी दिएको रकम हेर्दा छपाइमा समेत अनियमितता देखिन्छ ।

छापिइसकेको एक हजार तस्बीर पुस्तकका लागि प्रधानमन्त्री कार्यालयले ५ लाख
८ हजार भुक्तानी दिएको छ । यस हिसाबले प्रति पुस्तक ५ सय ८ रुपैया पर्न
आउँछ । पुस्तक मुद्रण गर्ने छपाइ घरका एक सञ्चालक लक्ष्मण केसीले भने
आफूहरुले एक हजार तस्बीर पुस्तक दुई लाख ९५ हजारमा छापेको बताए । यस
हिसाबले प्रति पुस्तक २ सय ९५ मात्र पर्न आउछ ।

डिल्लीबजारस्थित प्रिन्टिङ सोलुसनका प्रबन्ध निर्देशक माधव भट्टराई
सरकारले निकालेको तस्बीर पुस्तक एक प्रति छाप्न बढीमा एक सय रुपैयाँ पर्ने
बताउछन् । छपाइघरका केसीले प्रधानमन्त्रीको मन्तब्यका पुस्तकहरु नेपालीको
प्रतिगोटा २ सय २५ र अंग्रेजीको ५८ का दरले छापेको बताए । तीन भागमा रहेको
मन्तब्यको नेपाली पुस्तकको सरदर पृष्ठ २ सय छ भने तीन भागमै रहेको
अंग्रेजीको पृष्ठ ५० को हाराहारीमा छ । सोलुसनका भट्टराइका अनुसार
त्यत्तिकै गुणस्तरको पुस्तक छाप्न २ सय पृष्ठको नेपालीको ७० रुपैया र ५०
पृष्ठको अग्रेजीको ३५ रुपैया जति पर्छ ।

'सरकारी प्रेसमा त्योभन्दा पनि निकै कम खर्चमा छापिन्छ । पुस्तकको गुणस्तर
र भुक्तानी गरिएको रकम हेर्दा हामीले पनि निकै आर्थिक अनियमितता भएको
महसुस गर्‍यौ,' एक अधिकृतले भने, 'राजनीतिक तहबाट कामकारवाही भएकाले
हामीले बोल्ने ठाउ नै छैन ।'

प्रधानमन्त्री कार्यालयबाट ३ सयका दरले ३ सय २५ तस्बिर खरिद गरेको भनेर ९७
हजार ५ सय भुक्तानी लिइएको छ । तर पुस्तकमा तस्बिर दिएको भनेर नाम
समेटिएका एक फोटो पत्रकारले आफैंले कुनै रकम नपाएको बताए ।

I am surprised there are Some Devotee of Makune too. I think this man is one of  the corrupt political person, ethicically.  During his tune as Opposition Leader, THe only job he had done is "Blackmailing with Government(Girija) and India. Do u think he is capable leader by political nature but he was able to remain in power by playing dirty game only. I heard he had many property in the name of other people they could not be linked legally.

This property has shown after One year exercise - They can show the source  for this much property - by manipulating of all maximum income source and minimal expenditure. Do u think Mr Makune has real debt. All political leader has fake debt: either they do not have to pay in future or just lending to make other fool.

Mr Makune  is our great discrace in the name of democracy of nepal presented by other most corrupted person "GIrija" for the benifit of Kujata and for taking revenge with nepali people who defeated prince Kujata and other corrupted leader.

Anyway Makune, Kujata and Bidhya are the most dirty names in present government who have linked with suspicious .....

The fact that MKN's government is weak is all too evident. But that is a derived fallacy of structuring a motley crue cabinet of more that 22 political parties. The main ideological line of this government is too fend off Maoist aggression and its pandering to countless disenfranchised Nepalis. All Nepalis in recent memory agree that the UML's  9 month regime in 1994 was the most progressive and visionary government that Nepal has seen in modern times. MKN as the DPM was one of the main architects of policies of that government.

Its very easy to point out MKN's failures to keep his ministers in check but the main onus for politics today is to thwart the Maoist's ill-intentions to capture the state and impose the draconian ways of Stalin and Mao. We all know how West Bengal has suffered through the hands of leftist ignoramuses, there's no space in  this world for another North Korea, even if that means Nepal will qualify for the World Cup oneday  :).

I support Pire's views that the MKN government has been steadfast under mounting Maoist pressure and has now exposed the venomous Prachanda, his brinkmanship and deceitful ways. There's no need for another political revolution in Nepal. An economic revolution, however is far overdue.

PS: Don't brand me as a UML apologist, I'm merely trying to make sense of Nepal's current political dynamics.
