I want help from somebody to make me understand what Constitution Assembly Election Means?

What I have understood is, after this election they will form a NEW CONSTITUTION/Draft the Model of the New Constitution and Not rule the Government. I understood after CA election there will be General Election, that will elect the ruling party? is it so? CA Election is just a Path for the NEW CONSTITUTION and not for GOVERNING?? Is it so??

Do help me understand better.

What does CA stands for??

CA=Constitutional Election, I have written that in the Body!! Sorry for my ignorance :-)

Let me share what i think,

CA election is the election to draft a new constitution (primary purpose) and its secondary purpose is to make the gaovernment also).

After 240 are selected from direct election, 335 from proportional and 26  nominated , a total of 6 01 members will be responsible to draft a new constitution within 2-2.5 yrs time.

Like in previous elections, the function and duties of present government would be over after the election has been conducted, so a new group has to take the the  of running the day to day activities of the government whereas most of the elected ppl will work on drafting the costitution.

Your understanding is correct.

We are basically saying "we suck, we need to start over again". How do we start over? We will do this CA election and the victors will write the new constitution. CA election will select 601 members who will write the new stuff. This new stuff will determine what Nepal will be and how she will function from now on.

Article 83:

 

83. Act in the Capacity of the Legislature-Parliament:

 

(1) Notwithstanding anything contained elsewhere in this Part, the Constituent Assembly shall also act as Legislature-Parliament until the Constituent Assembly remains in force, and the Constituent Assembly may constitute a separate committee to conduct necessary regular legislative functions.

 

(2) The Chairperson and Vice Chairperson of the Constituent Assembly shall be the Speaker and Deputy Speaker of the Legislature-Parliament respectively.

 

(3) The Secretariat of the Constituent Assembly and the personnel therein shall also be the Secretariat and personnel of the Legislature- Parliament.

 

(4) When acting in the capacity of the Legislature- Parliament by the Constituent Assembly, the provisions contained in Part 9 shall be applicable to the Assembly with necessary modifications.

८३. व्यवस्थापिका-संसदको हैसियतमा काम गर्नेः

 

(१) यस भागमा अन्यत्र जुनसुकै कुरा लेखिएको भए तापनि संविधान सभा कायम रहेको अवधिभर सो सभाले व्यवस्थापिका-संसदको काम समेत गर्नेछ र नियमित विधायन सम्बन्धी आवश्यक कार्य सम्पादन गर्न संविधान सभाले छुट्टै समिति गठन गर्न सक्नेछ ।

(२) संविधान सभाका अध्यक्ष तथा उपाध्यक्ष व्यवस्थापिका-संसदका क्रमशः सभामुख र
उपसभामुख हुनेछन् ।

(३) संविधान सभाको सचिवालय र त्यसका कर्मचारीहरु व्यवस्थापिका-संसदको
सचिवालय र कर्मचारी हुनेछन् ।

(४) संविधान सभाले व्यवस्थापिका-संसदको हैसियतमा कार्य सम्पादन गर्दा भाग ९ का
व्यवस्थाहरु आवश्यक हेरफेर सहित संविधान सभालाई लागू हुनेछन् ।

Term of the Constituent Assembly: Except otherwise dissolved earlier by a resolution passed by the Constituent Assembly, the term of the Constituent Assembly shall be two years from the date of its first meeting. Provided that the term of the Constituent Assembly may be extended having passed a resolution by the Constituent Assembly, up to an additional six months period in case the task of drafting the Constitution is not completed due to the proclamation of a State of Emergency in the Country.
